fix(docker): parameterize frontend platform build arg (#633)

FROM --platform with a constant value triggers the
FromPlatformFlagConstDisallowed lint rule. Move it to an ARG with a
linux/amd64 default, keeping the no-arm-elm workaround while allowing
overrides.
